 Alterations advice? ...for a 20s dress.

I found a wonderful 20s dress, but the sleeves are too tight and too short. The material is in very good shape. It's art silk velvet, in midnight blue.

I am not what you'd call a seamstress, but I can do simple repairs and such.

Ideas? I want them to work well with the rest of the dress as it is. I've considered taking them off, and adding lingerie touch flutter sleeves & collar.

Were the seams sewn deeply enough to let them out? That would be the first choice, I think, for adding some give.

If not, you may be able to do a nice inset of something to add a little flair, that would feed right into the lingerie flutter...?
